The OP's title is a bit misleading.
The proposed legislation is not to force ALL CFA's to open on Sundays. It's not even to force all CFA's in New York to open on Sundays. It's to require Chick-fil-A eateries at New York State Thruway service plazas to be open seven days a week. Which is about 10 CFAs.
The company manages the Thruways, Applegreen, is required to have at least one hot and cold food option available 24 hours a day at all locations as part of their contract with the state. All of the Thruways have at least one other food concept and a convenience store open seven days a week with up to three additional concepts and a convenience store at the largest and highest volume locations.
The (purported) basis for the proposed legislation is that because these are state owned service areas they should be forced to "maximize benefit to the public". CFA being closed on Sundays doesn't do that.
In short, it's a headline grabbing bill that the drafters have ZERO actual belief will stand up to legal scrutiny...if it is even passed...even in liberal NY.
The left has latched on to CFA as a "boogie-man" because the left hates Christianity. It's one, of MANY pieces of legislation they generally pump through legislatures throughout the country that has no real purpose other than to try to force/exert power over an entity/ideology they hate.
Worst case scenario for them, CFA fights the legislation and leftist legislators can use it as a means to pump out "bad publicity" for CFA. Best case, CFA says fighting isn't worth it for 10 stores and just pulls them out of the plazas. At that point the leftist can celebrate a "win". Regardless, they get to feel "morally superior"...which, in the end, is ALL that really matters to them.

Any business can operate the days/hours of their choosing. This will not hold up. They can just say it isn't a religious thing....they just want to be closed on Sunday. The government can't force them to be open.

Well maybe the state of NY should have denied the application of CFA to operate on thruways for that reason. It was dumb to grant license if this was going to be an issue

I don’t get it. Are these Applegreen Thruway Plazas owned by the state? If so, the property owner (the state) is deciding what to do with their space.
