Carjacking doesn't require a weapon, simply the use of force or intimidation. First degree robbery is more general in what is being taken, but requires pretending to have a weapon. Counterintuitively, it's actually a more serious offense than carjacking, which might be why the cop hit him with it.

ETA: Attempt is simply a modifier that can be used for nearly all charges. As a general rule, the sentence for an attempt is half of the sentence for the full charge. So an Attempt 1st Deg Robbery, the max would be 20 instead of 40, etc.

I'm surprised there aren't more in the Black Pearl/Carrolton area.

Funny story related/unrelated:
Years ago, we were repairing a theft recovery vehicle from Houston, F350 Lariat (IIRC). The thieves had stripped the wheels and interior.
The insurance company located used replacement seats at Big Leroy’s Auto Salvage in Houston. There was always a running joke among body shops that you could call Big Leroy and get any part you wanted in any color you wanted even if he didn’t have it in stock, “just give him a couple of days.”
We ordered the parts from him, repaired it and called the customer to pick up. While the customer is inspecting it, he finds a receipt with his name on it tucked in the back seat.

When I say “money”, I don’t just mean the upper class living there.
I mean tourism money (regional, national, international) and any businesses left which don’t absolutely depend on location for their work.
Shipping, shipbuilding, etc isn’t going anywhere.
Other businesses? Less so.

They can afford private school tuition or whatever tutoring or bribing that's necessary to get their kids into Franklin. And most of the Garden district is under one of several special taxing districts to fund additional neighborhood police patrols. This might be the only place in Louisiana where some of the residents qualify as "old money" with generational wealth. They live in neighborhoods where their family has been for a hundred years. They can give a shite about the rest of the city so long as their enclave remains insulated.
The middle class families with children have already been squeezed out of places like New Orleans. Even when those families become wealthy over time, they almost never end up in these segregated urban wealthy communities. Their politics and values are completely different. Those types are staying in Lakeview (one of the few areas of its type in NOLA), Metarie or the north shore. New money rarely coexists with old money. Especially in hyper cliquish places like New Orleans that isn't really generating a lot of "new money".

They aren't really making a huge sacrifice by living there. They've insulated themselves from the rest of New Orleans pretty well.

Hell, if the rest of the city goes to shite like it is doing, they may do it even if risky because that is where the money is.
