I drive around Louisiana and only smell it when walking in downtown New Orleans and on LSU's campus on Saturdays.
But it does reek. Those people should be confined to the shame boxes like smokers when they light up. Actually, criminalize smoking it and leave the edibles as they are.

While this is true, I used to smell it on campus when I was a student. The crepe Myrtles can give off a similar odor if they have a disease/bug problem.
