The thing with this is, this is widely known by state officials and legislators and yet none of them chose to do anything about it when it was firmly in their power to do so.

A main theme of California's history is that of oligarchs controlling water and using terraforming to create agricultural zones and sprawling cities in areas which could not naturally support it.
It's been the subject of critique,movies and books for almost a century. It's Roman Polanki's Chinatown.
The Resnicks are recent heirs to that California throne.
It's not likely their ownership and control of water in California specifically inhibited firefighting.
However, it's not a story many wealthy investors anywhere like being in the spotlight because it's one where rapid sprawling development and multiplying fortune trumps any long term sustainability concern.
That develop at all costs dynamic is a backdrop for this disaster in Los Angeles.
If there's political blame in any of the natural disasters, it's mainly through this dynamic and NO major politician ever gets to any position of power by not entering that high stakes game.
