State gas taxes and insane emission control policy.
If you have a boutique blend of gas, it is already more expensive than normal. Start adding a ton of tax on top of that and it multiplies significantly on each gallon.

I was in Vegas two weeks ago and they're around $4 per gallon. My wife and I said to our cab driver, "Man, yall's gas is expensive!" He laughed and said that Californians think gas in Vegas is cheap. Told him I filled up for $2.99 with a hurricane in the Gulf and I felt like I got ripped off. All he could do was laugh and shake his head.
