Obviously, zoning laws were already considered.
The most shocking thing about spending time on TD is discovering that most of the users are communists. Whether it is CFB/NIL or real estate, most folks around here hate free market capitalism.

Zoning boards are jokes, especially in St. Tammany Parish. They change the zoning all the time.

We need density in this country. Our car centric everyone spread out owning single family homes mentality is a terrible approach

I think the OP apartments are probably going to go to older folks on a fixed income. What percent is allocated low income, 10% or so? Probably nothing to worry about.

Get tax assessor to asset property taxes on apt complex so high, owner of apt complex wont be able to afford the property taxes. Rent will be so high, only Apts on govt assistance will pay to live there. Once he goes bankrupt, someone comes along and buys it and gets rid of the govt subsidized apts
