Nashville had this problem a few years back. Police and highway patrol got together and put a stop to it. They used undercovers along with helicopters. They'd get word of where they would be planning to set up, block off the exits, and anyone who got away was chased down by the helicopter. Lots of arrests and lots of cars impounded. The big meetups stopped with the quickness. Every once in a while they'll fire back up, but law enforcement will quickly drop the hammer.

If someone is caught doing this their car should be confiscated and lose their license for at least 1 year

In other words they cared about people flagrantly breaking the law.
