Only makes sense if you make him work some really terrible manual labor job like digging ditches or cleaning barges for a year at 50 hours a week. Because the kid will be thinking about that every single day of college. That would have actually helped me back in the day.

When I started college, my aunt Nora and uncle John invested in my future. They brought me to get measured for a blue blazer, pants, and shoes. They allowed me to live in their home for my freshman year. Every Sunday we attended a church service.
My aunt and uncle provided me with an education opportunity as long as my grades were good and I stayed out of trouble.
When I die, what’s left of my IRA will go back to my university to help a student attend college.

Get him some cook ware that will last a lifetime, but doesn't require much maintenance. A Le Creuset enamel frying pan or Dutch oven would be good.
You could pair this with cooking lessons; either with you or from a professional.
I would suggest a nice chef's knife, but he probably isn't mature enough for one and could easily ruin it. Same for regular cast iron, requires care that a 17 year old probably won't give.
