Shouldn't get to that point. I'd schedule a meeting with someone in Senior Management that you know/trust and would be expecting you to apply and assume the role. In that meeting you can go into greater detail than you did here about your lack of interest; and more importantly, what they can do to improve your group morale and have you interested in the role.

I will just say assume the person that gets that position won't be as enjoyable to work with as she may have been. Are you going to look back and wish you had applied for it then?

Yeah I know this is definitely what will happen... but at least they are trying to do it right by getting someone in before she actually retires.

Exactly. They will hire an a-hole who will soon become an over-stressed a-hole, and you life will get worse, without the promotion and pay increase.

Take the job, along with the extra money and the title.

Then, refuse to give a frick about whether you are actually good at it or not. (There's the odd chance you might enjoy it more than you think).

Then, immediately contact a head hunter and start looking for a better company or industry, but from the higher title and platform of your new position.

Step 1 is don't ask the OT.

Just be straight with them that you don't want the job, and share with them what you shared here in as non offensive way that you can. Might be that they realize this, and want to change that culture, and you can be part of it.
