They're afforded every single opportunity to break that cycle, whether it is an Ivy League school or a trade school. They will come out owing nothing and be given preferential treatment in their chosen job market.

Also, I'm not quite sure if the writers of the letter understand how college admissions work. Your child will not automatically be accepted into an Ivy league school just because 20 random folks in Dallas decided to go to school elsewhere.
If you want your child to go Ivy league, then good for you. You should be raising them to be high achieving scholars with elite test scores and gpa. If your black child has the test scores that of any white kid who attends Ivy, I guarantee your black child will be able to attend Ivy as well.
Raise up elite black kids. Don't lower the elite standards.
