...minority-owned firms for construction projects.

quote:

Topgolf, the national chain of high-tech driving range and entertainment venues, was coming to Birmingham. In December 2016, the company, along with St. Louis-based ARCO Murray Construction Inc., signed an inclusion agreement with the City of Birmingham with a goal of 30 percent participation by minority- and women-owned firms in the construction of the huge facility on land lying just east of the Birmingham-Jefferson County Convention Center

quote:

As an incentive, the city, in a separate project agreement, promised Top Golf a minimum annual payment of $288,000, or 30 percent of sales tax revenue, up to a cap of $1.5 million, to meet the goal.

quote:

Birmingham mayor Randall Woodfin revealed Topgolf and Arco Murray, based on its own documentation, had spent $601,919.99 with minority- and women-owned firms to complete the $24.6 million project—$17.1 million of which was building costs, while $7.5 was listed as “other” related costs. That calculated to be 3.52 percent of construction costs spent with minority firms, and 2.5 percent of total project costs, the letter outlined.

quote:

“Our city has been relatively aggressive in identifying and providing incentives to businesses that are a good fit for Birmingham,” says Clinton Woods, Birmingham District 1 City Councilor. "But in doing so it is imperative that we ensure that those businesses hold up their end of the bargain and in the instances where they don’t, we must hold them accountable. Going forward I am very optimistic that Topgolf will continue to be a major attraction in our city.”

Isn't that like picking winners and losers or some such shite? Let them pick the best contractor for the job. The city should stay the hell out of that part of it, and be thankful that a business is going to be hiring people when they are open.

Companies do the cost benefit calculation. If it had been worth it some minority owned firm would have been paid to do absolutely nothing. I have personally witnessed it.

This is becoming increasingly common in construction. Owners get incentives to hire General Contractors who hire sub contractors that are minority owned, woman owned, etc. I work in this industry. The average contractor is getting squeezed out in lieu of these types of contractors. So owners are putting women as VPs, etc.

Its sort of fricking ridiculous.

I'd sue the shite out of them for that and argue that Birmingham is majority black /white people are a minority. Those dumb shits "in charge" of the place can all eat a dick and go to Africa if they want to pull this bullshite.

Anyways, Alabama (and every other state) should make race/sex/religious government contracts like this illegal. Birmingham is only pulling this because somebody's "cuz" didn't get a check.

They made an agreement with the city to get a benefit. Apparently, they didn't comply with the requirements of the agreement, so they don't get the benefit. I don't see the issue.

While I abhor the idea of hiring anyone based off their gender or race, Top Golf agreed to it contractually and took the incentive package. It's their dumbass fault at this point.

It's hard enough to hire competent help. I can't imagine having to narrow down my choices further with such arbitrary criteria as sex and/or race.

Because they take the money back from companies that breach their contact?

Good for Birmingham. Lots of cities just let themselves get fricked by contractors. Not necessarily for this type of specific scenario, but a lot of times they will get too lax on enforcing this type of agreement. What would be the purpose if you don’t enforce it?

You can do it however you want... but if you want free money from the locals, abide by their guidelines.

Imagine the reaction if B’ham had a white mayor and terminated incentives to a business because they didn’t hire white owned firms.

I don't agree with the initial premise, but I have no problem with the city terminating incentives if the contractual conditions to gain those incentives were not met.

It's actually mildly refreshing that a local government has the competence and oversight to follow up on how their money is getting dished out.

It absolutely is but it only hurts white males so it doesn't count.
