This is pretty standard on the side of the City
One thing most contracts say is that good faith efforts must be proven if the percentage is not met. I can assuredly tell you that good faith was not met on less than 5% allocation.
Also, the City did shady stuff by letting this get $24MM in before this announcement. TG was too far in at that point. Contractors typically have to provide monthly updates on historically underutilized business (HUB) usage

The agreement as presented in the article doesn't say black firms. It says minority firms. And the agreement was for tax abatements if they met the agreed upon percentage of minority businesses, not that they could operate in the city.

I think the article plainly states how.
Agree to the terms on the front side, run you project how you see fit then lose the incentives once the project is finished.
288k per year isn't going to break TG and they didn't have to put up with constantly changing subs through the project.

Ok, so we should also remove the benefits for woman owned, veteran owned, and small businesses in general? Because all get preferential treatment when it comes to govt. contracts.

30% is a very large portion of a major construction project and you’d have to give multiple subs and suppliers significant portions of the project.

I don't see what the big deal is. The private company made a private decision. They decided that using their choice of contractors was more important than the City incentive.
