Exactly. All of this was much easier before they cracked down on DBE passthroughs.

Pretty much. A lot dinner parties and hand shaking with untrustworthy groups leads to this. These projects get ram jetted so fast to meet promises, a lot “you didn’t tell me that” comes out when the money begins moving around

If they really want to include minorities they need to force some kind of apprenticeships or experience type work. But, the way it is set up, it won't improve minority positions in life. Getting paid to do nothing is a scam not an improvement.
It is almost like the minority owned businesses (I have seen) were happy to get paid for nothing instead of get in on the real action and get experience so they could one day run a project by themselves.

Southern politics. It’s a front, they are being exploited more than you think. At face, we are giving them a chance, in reality they still answer to some powerful masters.

Top Golf almost didn't happen because of this shite.
ETA: I think the article is a little behind. Most likely this was already known by Top Golf.
There was a huge stoppage in the project over this and it almost cancelled the entire thing. Top Golf said screw those requirements, we don't care about the incentives.

This. Most “successful” DBE’s are either owned partially by local politicos or donate heavily to them. It’s all a big connections game

If you don't live in Birmingham, it's hard to comprehend the degree of corruption and incompetence at the city government level. To say that race plays a role in almost every decision is not an overstatement. If you want to see other examples of this, look no further than the Birmingham Airport Authority - it may be the most egregious example of corruption.

There is no way in hell it added up to 3 percent if you include the Hispanic subcontractors. These subs would own their own company generally. When they open the GC books, TG wins this in court. It would be hard to pull that off a 97 percent white workforce for a construction project if you tried your hardest.

I worked for a yuge, I tell you just yuge, telecommunications company. Yuge. There were commitments made to hire minority and women owned businesses. A woman owned company was chosen to provide and maintain all desktop computers for employees for many years with mandatory 2 year PC/Laptop replacement/upgrades tossed in. That was a gigantic contract. Her business thrived although I suspected it to be run by her husband. So, there it is.
