I'd argue that they won't make me use there service in the moment but when time for their service comes up, a bill board might subconsciously direct me toward a provider of that service.

The Gordon signs encouraged me to get in a wreck with a big rig that severely injured my 3 year old son. However, we got Gordon and he got the job done for us. My son now has a top 'o' the line prosthetic and the trucking company will be paying for a lifetime of new prosthesis as he grows. Not to mention, the trucking company will be paying for his entire education through a college graduate program if he decides to pursue one.

Billboards should only be used for branding. Should not necessarily have a call to action. As far as ones on the interstate. There can be some strategic signage that can work in some spaces.

Idk but those ones that say "Does advertising work? Just did!" really fricking piss me off.

Pre internet days, I used them for hotels as I traveled.
Once, there was a hotel that advertised a rate on a billboard for about $49/night (yes, this was a few years ago). I take the exit, head to the hotel and inquire about vacancy. The clerk said yes. "That will be $89/night" I asked, "What about your billboard that advertised $49/night?"
His reply, " Oh, you have to ask for that rate".
