The nextdoor conversation on this has been hilarious.. Unfortunately the bike mafia holds the keys to the posts and some crazy funny shite from the other side was deleted.. This all started with the demand for tickets and culminated with the lady chaining her bike to her car in the bike lane the other day..

It was not originally installed as a bike lane. It was to slow traffic down as speed bumps were also added because Glenmore is used as a cut through street and without the lanes it was thought of as a narrow two lane road - much like Tara Blvd or Goodwood Blvd from Airline out.
Markings determining it a bike lane were added a few years later.

The bike chained to the Benz was hilarious. Apparently someone rode by and intentionally knocked it over. The family that put the bike out there was sitting in their yard watching the spectacle.

There's no way in hell I would ever ride a bike or motorcycle in Baton Rouge, bike lane or no bike lane. Entirely too many bad drivers and too many distracted drivers.

Eh, its not that bad...I ride in these neighborhoods and around the lakes and stay aware of my surroundings. I also avoid peak vehicle times and don't try and takeover the road.

Here's a small sample of the lunacy of it all.
House on Glenmore is undergoing a major remodel. The home does not have a large driveway plus the configuration of the yard does not allow for parking. Like at almost every residential construction site, the workers park along the street in front of the house. This puts them in the bike lane.
Police are called regarding the "violators". Police tell them to clear the bike lane and park in the median. They are now parking in the median underneath a sign that reads "No parking in the median at any time". In essence, the police told them to break one law in order to enforce another. They now have to carry equipment or materials across a street and a bike lane in order to get it to the work site. Apparently, construction worker advocacy needs to step their game up.

Your friend - may he rest in peace - died because of a drunk driver. He could very well have been driving a car. This was not a cycling issue - it was s drinking and driving issue.

It's a terrible situation most definitely and I'm not making light of it. I'm saying there's a degree of comparative negligence. If I recall, they were not riding one behind the other but side by side. If that is in fact true, my take is:
Jack arse drunk get's 80% and your friend riding half way in the middle of the right lane of the busiest 45 mph street in incorporated BR at 9pm on a Saturday night get's 20%. Was it his right to ride there? Sure, but as a Father I tend not to put myself in unnecessarily risky situations b/c I don't want them to be orphans.
I try and apply that line of thinking in everything life.
Another example is that guy who got his girlfriend's face bashed by thugs at a gas station. Girlfriend bashed with pipe
He too get's 20% comparative negligence. He should have kept his mouth shut and got the frick out of there. Being "in the right" or justified don't always turn out well.

I was mostly referencing this comment. I realize it was a drunk driver issue but that amount of blame that was thrown on them was ridiculous. But that's why their new defense lawyer makes the $$$.

How about the law?
RS 32:203 Motor Vehicles Operating in Bicycle Lanes
And just an FYI: I am totally okay with sharing a lane with a car as long as they understand that I will slow them down until I can pull over the the right. I'm usually courteous. Cops should 100% ticket bicyclists breaking the law. It is the only way to stop the craziness.
I'm just very surprised that a lawyer has no idea that he can park in a bike lane.
RS 32:203 Motor Vehicles Operating in Bicycle Lanes

(1) To prepare for a turn within a distance of two hundred feet from the intersection.
(2) To enter or leave the roadway onto an alley, private road, or driveway.

B. Any person operating a motor vehicle upon a bicycle lane in accordance with Subsection A of this Section shall yield the right-of-way to all bicycles and electric mobility aids within the bicycle lane.
C. This Section shall not prohibit the use of a motorized bicycle in a bicycle lane when the operator travels at no speed greater than what is reasonable or prudent, has due regard for visibility, traffic conditions, and the condition of the roadway surface of the bicycle lane and in a manner which does not endanger the safety of bicyclists.
D. In case of an emergency, the driver of a motor vehicle may lawfully operate the vehicle in a bicycle lane in accordance with the normal standards of prudent conduct to protect himself and others from harm. When the emergency ends, the motor vehicle shall not be operated in the bicycle lane
