"Many in the community who were hoping and praying for a different decision will understandably be disappointed," she said.

Broome emphasized that the decision does not mean the officers involved "acted appropriately," it just means their actions didn't meet the standard for criminal charges.

I was disappointed in some of those comments. She should have chosen her words much more carefully.
