Landry also notes the developers are selling the two-acre tract to the library for a discounted price: $1.7 million, or $20 a square foot. The sales price was reduced from the owners’ preferred price and is less than the appraised value by a firm contracted by the city-parish.
Although there are no other libraries located within TNDs in East Baton Rouge to compare, Watts says libraries in other areas typically do pay association dues if they are located in neighborhood developments.
“It’s not unusual,” says Watts.

I take it you've never set foot in any of the BR libraries. They're packed every time I go in, and not just with homeless dudes like in Houston. It's a lot of parents with kids, college students using their actually up to date periodicals and reference books, single people renting their movies and albums, older folks taking classes, and poor folks using the computers to fill out job applications.
Seriously, check out BR's libraries some time. Baton Rouge's libraries are overfunded because the people who use them love them and show up to renew their millages over and over again. This promoted a building boom to do something with all that extra money. However, while they may be a tad extravagant, the voters like them. They're one of the few things about Baton Rouge that actually not only doesn't completely suck, but is seriously pretty damn good compared to other places.

All of the commercial developments in Rouzan are apparently paying association dues to maintain the common spaces.

Exactly. Alot of people don't see it that way though. The shite storm with the downtown library has put a poor taste in people's mouth, rightfully so.

No they do not. They are their own taxing entity. They keep the property tax revenues and any self generated revenues in house.
And yes, they keep surplus funds.
