They stake out locations to catch and fine speeders. It doesn't stop speeding, but it does encourage most people to roughly stay close to the legal limit. If they were to hand out a few $500 fines for littering and publicize that, it would have an effect.

But trashy people gonna act trashy.

No, it's a place where you can post bad ideas and act preemptively defensive so you look like a douche.

Anyway, tailgating isn't dealing with city laws. Making a law that would hold people standing next to trash responsible for picking it up would a mess. Hey, are you a normal pedestrian out and about standing near trash as you wait for a traffic light to change? Cop says you have to pick up the trash. Sorry about your timing.

Your post is the perfect distinction between OT posters vs. Poli Board. On the latter they would know that the comparison to LSU tailgating was not suppose to be taken literal, it was to just to offer a perspective. In other words, more of a private school brain capacity versus your Tara High publicly educated pea capacity.

The only way to get rid of the bums is the run them out of town, which most cities are unwilling to do. You don't see bums and giant piles of bum trash in downtown Fort Worth because the Bass Brothers private security firm runs the bums out of downtown.

The Rescue Mission in downtown Shreveport is the huge bum magnet. There used to be tons of trash all over the area mostly consisting of trash from the food packages that the mission gave to the bums. The mission has taken some steps to reduce that but it's still a problem. I used to think the way to resolve the bum problem at the rescue mission would be to pick up all the trash and dump a sack of that trash in each of the board members yards.

Burglary
Murder
Rape

What makes you think they’ll enforce laws against littering or panhandling?

Baton Rouge has no pride.

A city with pride would organize a volunteer force to go clean things up.

BR would rather bitch about it and complain that the government services are inadequate.

No law, fine, or jail time is going to stop panhandlers. They have nothing to lose.

The only way to stop them is if people stop giving them money. Simple. Tell your wives to stop feeding this problem, cause it's usually women in their 30s-40s that give to them.

Oddly, it has worked at Millerville. I've seen the guy who used to roam the intersection of Millerville and the I-12 eastbound offramp every day show up only maybe... twice?... since the sign went up.

It’s a shame that the people who live in cardboard boxes and dumps in Central America come over here (illegally I know) but work and make enough money to live in an apartment. Whereas we have legal citizens that grew up with access to everything have made choices that land them in a cardboard box under an interstate.
