I was always taught it was due to the liquor laws. There are 2 different permits a retailer could get when selling booze. The difference was drinking on the premises (bar vs package store). Package store the booze had to be contained while on the premises. Hence the bag for any loose bottles.
It may not be explicit in the permit, but just general practice that is stressed by the state.

I think you are exactly right. It's sort of a CYA thing where the store owner makes a good faith effort to self enforce the "package liquor" requirement of a class B or class C package liquor permit. The class c permit (for liquor store) reads, "sells alcoholic beverages, including frozen specialty beverages, in closed containers prepared for transportation and consumption off the premises only". I think the "prepared for transportation" is where the bag comes in. Just a little extra insurance to protect the store owner from an over zealous Alcohol and Tobacco Control agent.

What happens if they run out of bags, do they have to stop selling alcohol?
Typically when they say something like "you will get a ticket/arrested," I just say that it will be my problem, not theirs. Strangely enough, these folks have taken the same responsible vendor class I have taken at least 4 times and no one can recall the penalty for leaving with bagless beer. There is no penalty.

They bag my forty or my ThunderBird.
I always though it was a poor mans koozie to keep it cool a bit longer as you drink it. Also, paper bag holds the shattered pieces so clean up is easier after you pass out in the doorway.

Back in the day when Sunday sells were illegal, convenience stores would put a stack of brown bags back by the coolers that had beer. You would go back and bag what beer you wanted in the bags and bring them up front and pay, walk out.

I can find nothing in Louisiana State or EBR Parish laws that require any alcohol sold in a sealed container (and it looks like they consider the container the bottle or can not the sealed 12 back or open box 6 pack) from the distillery or brewery to be required to be bagged. The only thing I can find that says anything about a bag is recorked wine bought by the bottle from a restaurant. It is required to be recorked securely and wrapped in a bag or other secondary container since the original seal has been broken there are also some further requirements about providing you with a receipt to show you bought and consumed it at the restaurant and are transporting the rest home.

My buddy and I were under age but had bought rockstar before the spring game. The circle k worker put them in a brown bag.
Well walking to the stadium a cop stops us and asks for our IDs. I had to explain to him these weren't alcoholic beverages. Early 2000s so I understood not a lot of people were familiar with this big can energy drinks.
Was still a pain in the arse, Cop was trying to bust us for MIPs.

Maybe someone can clear this up.
But in certain cities you can get open container or public drunk in your front yard depending how close you were to the side walk, a public space.
