backyard indecency or not

Was walking with dogs this morning when one of them chased a squirrel. Squirrel ran up tree and dog barked. So guy in his backyard with his wife walks up to wooden privacy fence and peeks over to see what was going on. I notice he and his wife were naked in backyard by their pool.
I understand it is hot outside so it may be nice for a dip in pool....but what does the OT think?

Wooden privacy fences are at least 5ft tall. You saw the guy that walked up to the fence was naked, but also that his wife (somewhere else in the yard) was naked.
