One of the issues is that other carriers can put their towers in also. You could literally end up with 2 or 3 of these things in front of your house.
Another issue is that the city/parish is getting screwed on the deal. They are literally getting paid about 1/5th of what is usually paid by carriers.

Does anyone really care what Shenandoah thinks, anymore? Hasn't Florida Boulevard annexed that area? And, they think that will lower property value?

There are different approaches to creating a 5G network. ATT is going with the stand alone poles that they have to dig a hole and install. Verizon is going a different route and utilizing them on existing poles and wires. At least that's how it was explained to me from someone who was probably not educated enough to give the answer.

I actually know someone that was crying about it and got super butthurt when people told her that there was pretty much nothing she could do and didn’t matter who she talked to, it was going up.
She didn’t like the fact that everyone’s cell service was more important than what she liked and didn’t like

Not every neighborhood has light poles. It's probably also logistically easier for them to know they need a cell every X feet and just plan the network out to use new poles planted in the servitude, where possible.
5G cells can maintain a connection over very short distances, like hundreds of feet tops. Less than that if things like buildings (commonly found in cities) are in the way, so you need a LOT of cells to relay the signals around. The higher frequency bands used by 5G networks can carry way more information than the lower frequencies of older networks (because physics). But the higher the frequency, the shorter the distance over which it's viable (also because physics), for a given power, and the more cells you need to provide coverage for an area. The power is limited by law and the maximum distance between cells is limited by the power. Physics is a merciless bitch.
In a large city, they're looking at thousands of cells required. Just putting the same standard poles in the servitudes is way easier and cheaper than negotiating with every power-tripping Karen on every neighborhood's HOA over where the poles will be and what kind of brick facade she wants to see around them. If they had to ask permission, nobody would ever get 5G. NIMBYism is one of the reasons utility servitudes exist.
