Tell your boss, "So, last night I started a discussion on a message board about our company's six-month promotion policy. You won't believe what some people on there wrote about you."
That should do it for you.....
That should do it for you.....

Get a cake made that says "Congrats on your 6 month anniversary!"
Invite her into your office for a piece. Tell her it is a week late but you wanted to celebrate anyway. This is a hellahint. If she acts dumb, ask straight up what her timeline is, and if it is retroactive to the 6 month mark.

Just step up to the cash register and start taking orders. Somebody else can work the fries. They will appreciate the initiative.

Wait to middle of next week and go ask "last week was my 6 month mark, can I expect to be promoted soon? I am only asking because my wife goes on maternaty leave next month and just want to be able to make sure we plan ahead" or some bullshite like that.

You were fired and haven't realized it yet.

At my 90 day review my boss said they would be promoting me as soon as they could.
Years ago, I worked for a well known IT consulting firm. They kept saying that at a certain length of employment time line that they would review my salary.
I waited patiently. After I asked about the review they said they had reviewed my salary. Apparently all they did for new hires was to review the salary. They never made any adjustments.
I went to work for a more reputable firm.

Just ask. He's a human. Ask him like you are both normal humans.

Also, "we brought you in at this level so we could give you a bigger increase at 6 months"
How is there any intelligence in this statement?

I mean this in the nicest way possible. Have a spine and talk to him (or her) about it in a professional and adult manner. Yes, it is that simple.

Is it acceptable to just say, "hey about that promotion?"
Find a gentle way to remind her of the talk you previously had where she said she'd promote you, then give her all of the reasons why you deserve it but mentioning all of your accomplishments in those 6 months, and then ask if you're still in line for the promotion.

You are going to have to bring this back up with your boss. I was in a situation where I was promotable but needed certain certificates according to management. I spent time achieving these certs, then during the process I come across individuals in the company having that same job without the certs. At first I was reserved about it, and then after the third time I raised hell. I was promoted a few weeks later. You have to have your cards right and in line to earn that hell raising and credibility for the next job. Now that I am in the position I am so busy and I even lose track of my subordinates goals and often have to step back and evaluate/fight for them. My point is is that she is likely is preoccupied with items and needs to be reminded. They are not out to screw you but have a lot on their plate and can lose focus of conversations six months ago. Have a friendly conversation and hold her to her word.

Set up a meeting with the boss.
Wrong!! He should do it in a text. He should refer to her as Honey, or Sunshine in the text. He should also not worry about checking what Autocorrect changed.
And last, he should let her know now that he is about to devote considerably more time to his Pokeymon quest.
This lets her know that her lack of initiative in keeping her word will just enrich his life in non work areas. Trade-offs and whatnot.

And you fancy yourself a gay couple matchmaker.
And you aren't man enough to get your own raises and promotions.
I think we've figured out who swings from the left side of the plate.
Do your beard (wife) a solid and go ahead and divorce her now.

Go ask. Take the initiative, absolutely. Otherwise, the promotion ain't coming your way. I've never had a boss not respect me for expressing views on advancing my career. Didn't always get the job, but companies want motivated employees.
