We elected a trial attorney to run the executive branch, elect trial attorneys to be judges, and have a ton of attorneys making laws in the legislative branch. Results are not surprising and they all know their parts.

But they speak well and have glossy mailers!

LA remains the least mobile state. Meaning the percentage of native-born people that still reside in LA is the highest in the country. There's some incredibly awesome things about this as it pertains to food, culture, friendliness, etc.

But on the flip-side when it comes to innovation, education, and economic growth...the lack of "new ideas" stifles the state.

Well, most of the people moving out of Louisiana aren't the poor and uneducated ones that you may be thinking of. Plus, we (the ones moving out) usually vote similar to traditional Texans.

So, I'd say the answer to your question, is easily Californians.
