Yes, we should.
The debate should be about how. Is it a private role, a government role, how should resources be allocated, etc.?
The base idea that we should try to help our fellow people shouldn't controversial in the least. How it gets implemented in a world of limited resources is the more real question.

That’s a pretty broad question. Should emergency responders not answer those calls? No. There job is to help people no matter what.
As a society, no, we can’t force people to make better decisions. No matter how much we try to legislate our way to a better society, liberty comes with responsibility and accountability. If you want to be a dumbass, you better be willig to live with the consequences. I’m no saying just let people die, but it’s not society’s fault that people are stupid,

My tax dollars subsidize the health care for all the uninsured smokers and drug addicts that end up in the ER with overdoses and cancer etc.
If a program to stop smoking etc cuts down that part of the tax burden I’m all for using money to prop up the program. But it has to work. Not just rainbows, lollipops and good intentions.
The only other option is to start sending people away from ERs if they can’t pay. And well, good luck with that....

We have an opioid crisis in this country. The US makes up what? Like 9% of the world's population. Yet 80% of opioid users in the world are in the US.
A lot of people who have become addicts didn't really do it on their own. And everyone makes poor choices in life and some of those choices could be contributed to mental illness, etc.
You never know when you will be in need of help so as a society, I think we must help people save them from themselves. Not everyone will be saved and there are better ways we can help people, but.. while people shouldn't be enabled, they should be helped.

To a degree, but we must be cognizant of getting terrible marginal returns on valuable marginal dollars. Public resources aren't infinite, and removing dollars from the private sector for public resources has a strong opportunity cost. There are lots of coordination problems in a society as large and diverse as ours as well (look at, for instance, the incidence and mortality vs. public research dollars thrown at breast cancer vs. prostate cancer or the immense amounts of public dollars that go to elderly healthcare with marginal returns).

here's why...
a society is only really as good as its weakest links. those weak links will out stupid and outbreed the strong links by a lot. eventually, you'll get a country with a majority of people who are fricking idiots and don't know how to do anything for themselves, are angry, envious, jealous, and want people to give them free shite.
they will subsequently vote for people who will, genuinely or not, promise to fix all their problems. then you start to move away from personal and familial responsibility to about where we are now.
we need to start young by teaching kids how to be mindful and think through situations. we need to tax everybody the same and incentivize good and penalizing behavior like welfare, food stamps, out of wedlock birth, etc.
if we don't, eventually a lot of angry people will be coming for your shite, e.g. venezuela.

No, those numbers are just flat out wrong. The U.S. does not have the worst opiate problem in the world by a long shot (and is about 5% of the world's population).
Russia and Iran, to name two, have far worse problems on that front than we do.

As long as the damage they do is solely to themselves, no.
Stuff like helmet and seat belt laws for adults should go away. But if you are in an accident and a vegetable due to not protecting yourself, no life support for you.

Will never happen.
As long as man has lived or will ever live, we will have self destructive behaviors. Maybe it's time people got back to working on themselves as individuals and stopped blaming and/or depending on society.
