Well, "strong" is the wrong word. There is nonzero percent possibility, yes.
If they had studied transmission AND symptom reduction/prevention before we deployed the vaccine, we wouldn't have a vaccine yet. Takes more time to observe that data.
Based on how other vaccines work throughout history, it would be much more likely that it aids in preventing transmission. We just don't have the figures yet. It would be probably first one EVER to do nothing for transmission, at all.
But let's say, for the sake of argument, it prevents transmission at a rate of 70% of your vaccinated population. Yes, there still remains the possibility of transmission, but that prevention would be a gamechanger for finally bringing cases dramatically down.
Thus, the "mask and social distance until we know" line. It's really not complicated from a public health perspective why they are saying what they say.

Plenty of studies indicate wearing masks help slow the spread. It's easy to Google and find the studies. But masks aren't a panacea. My liberal friends get mad at me when I tell them wearing a mask only provides a limited amount of help. Many liberals seem to think masks provide 90-100% protection and when I disagree with them, they call me a Trumper. I've told them to ask my TD brothers if I'm a Trumper.

In reality, once they get to 100 million you won't have to because all the old farts will be throretically immunized and we can start to tell these people to frick off. For a great majority this virus will basically cease to become an issue
