Biden was an ineffectual and geriatric president who had defeated a different geriatric (but slightly less popular at the time) candidate and probably wasn’t all that worried about dabbing on his defeated opponent so he never much looked into it. That’s best case.
Worst case is it’s got Israel’s prints all over them too and to to reveal that would pull the curtain back. I think we need to agree as a country that this is absolutely a both sides possibility to have any shot of moving forward.
