In most cases I'd guess this. It's a small town type I've seen way too often:
Gets married right after HS, stays in small town and has kids.
Is bored and unfulfilled and too focused on small town school culture and everything else is drudgery.
Believes high school was the best years of her life and, sadly, they actually were. They were the only years she ever had "fun".

If you’re a believer in Maslow and his hierarchy of needs it might make sense.
Self-actualization
Esteem
Belonging
Safety
Physiological
My guess is they get to early middle age and have knocked out the safety and belonging (via family and financial stability) but still are bored and feel empty so they start chasing missing esteem or trauma from middle or high school so they see these boys at that age and try to act out their fantasies and excise their demons.
Not an excuse and I’d personally put them in prison for 10-15 years and far worse for anyone messing with really young children, just trying to understand what’s driving this.

Eh, my buddy used him when DeRosier was DA and he lost his case.
