It is intended to manage high demand periods. Not saying it is right but that is the intention imo

American employees take a lot of abuse from American companies.
Add this to it.
In Europe, when you're off , you are off.
In America, the fricks will still call you anytime of the day or night, regardless of whatever few, by comparison, days you are taking off.

That second "bullet point" tells the real story
That's totally bullshite and any workplace trying to pass this off as some sort of logical policy wouldn't get my employment. Your vacation days are earned, they're yours to use.
Workplaces like this are the worst of the worst. You want happy, productive employees that align themselves with management and the company's overall goals, which is the entire purpose of earning vacation time through their hard work. You charge me 24 hours for taking off a Friday or Monday, I'm immediately a disgruntled and ineffective employee looking to bail

It’s to burn PTO. The penalty is the same to take a long weekend on a random Friday as it is to travel for Thanksgiving to see family. Even if the facility is closed Thanksgiving, Friday after, Saturday and Sunday, and therefore no demand to manage, they want to charge you 5 days PTO (in many places half your allotment), just to take off the Wednesday before.

Never heard of it as sandwich leave but in the military we had the same policy. And you couldn’t take Monday through Friday and then Monday through Friday for 10 days. I would think it’s pretty common

The company needs to concern itself with my leave days, as per amount of days I have earned and how many I use, and when. They do not need to concern themselves with my weekends. There is a reason they are called mine.

It does, because employees would adapt.
So taking off Friday and Monday is 4 days of PTO. An employee would just shift the vacation one day later, and take Mon-Thurs off instead.
Company now lost 2 days of production from this employee for the "same" amount of PTO as a 4-day weekend.
