Closed captioning is the ideal - because not all people who are hard of hearing understand sign language - but the fact of the matter is that CC isn't always available, particularly at press conferences.
General rule of thumb: don't shite on the accommodations made for people with legitimate physical disabilities. Does the wheelchair ramp at Home Depot piss you off too?

And yet we can watch a press conference on a muted TV in a restaurant and get 90% of the info without difficulty, if nothing else from news posts on the screen.
This signing is done mainly so the people at the press conference can feel good about themselves.
