My neighborhood is one of the sought after neighborhoods for Halloween. We’re just an average middle class neighborhood but lots of kids and Halloween here is awesome. We get an influx of outside folks driving in packing their cars and going ham but what we’ve done over the last few years is make sure our kids go out early and get their candy fill and then we all end up running out before the main influx arrives. Seems to work well that way. Cuz I mean at some points it’s like a Chick fil A drive thru trying to get into the neighborhood. Pretty ridiculous

This is super fake but I wish we had more kids come to our neighborhood. The helicopter moms have gotten so bad that anything more than Pastor Steve's "Are You Fall-O-Ween Jesus Trunk Or Treat" in the church parking lot is off limits

Fine if it's a privatly owned street, but if it's public streets or roadways good luck with that.

Our neighborhood is jam packed full of kids from our neighborhood, their friends, their cousins, etc. Its absolute controlled chaos, but everyone kinda works together - keep vehicles of the streets, help the vehicles that need to pass to get by, etc
Every year, while we go walking with our kids, my wife puts out a big arse bucket of candy with a sign to "please take two", knowing theyre going to grab 8 pieces. She also does the teal bucket full of other stuff for autistic kids.
Every year, like clockwork, we roll back the Ring doorbell footage, and watch as cute kid after cute kid in costumes come by and grab a couple pieces of candy. That is until a few minutes later when a car will pull up in front, one older kid runs up to see if we have candy, screams back to the car, and then about 6 people including mom come running up and empty out every piece we have into their bags, shirts, pockets, or whatever else.
No costumes.. usually no kids either.. Just some selfish assholes driving around in other neighborhoods taking candy

They cant decide who drives down a public street
Sure they can. My neighborhood has public streets and we get a permit of some kind every Halloween and pay LEOs to block every entrance to the neighborhood. You must show your DL and prove you live in the neighborhood to get through. It's not really to keep outsiders out, it's a safety issue so that the kids can run around the neighborhood freely and not worry about vehicle traffic.

My neighborhood of about 200 homes own the streets and pay for the lights, clubhouse, etc
Then your neighborhood is private.

Honestly, aside from the restriction on guests at a resident's house, this may be the one issue I agree with an HOA on for the first time ever. Way too many cars following kids. Huge safety issue. I sympathize with Halloween desert neighborhood kids but if you have to drive to a neighborhood, you should be able to park your car in somewhere as a guest of someone vs. what usually is the case. It's a huge traffic snarl and makes for kids running across the street to be in danger.

This is goofy. It’s just candy.
We live in a neighborhood that doesn’t have a whole lot of kids and very few people give out candy so we’ve always driven to another big neighborhood as do many others. I’ve never seen any kids misbehave or act like assholes.

So people who take care of their stuff and pay are tired of being responsible for other disrespectful, irresponsible people and want to have their own place without other hands in the cookie jar?
Now where have I heard that story before?

Honestly....id love this. I live in one of those neighborhoods and its so obvious who lives here and who doesnt... the kids who live here walk with their parents or a group are polite, interact ect.
Then you have the ones who show up in a beat to shite car with 20 people piled inside... screeching from one house to the next....run, grab as many fistful of candy as you can without saying a word then bsck to the car. One group of "kids" was early teens..no costumes and about to drain my whole candy bowl before I ssid... thats good.

The biggest safety issue we have every year is the Indian/Asian doctors that come home off their shift and drive 30mph (like they always do) while the streets are PACKED full of kids

I get what the HOA is trying to do. My family lives very rurally and I have a friend in a massive subdivision. He invited us to come trick or treat in his neighborhood for years (my son brought a friend who lived close by). Last year was INSANE. Normally we park by the clubhouse and walk throughout the neighborhood, but we could hardly do so with all the cars rolling through following their kids. Add to that the golf carts following the resident kids and it was chaos. I think the last straw was groups of HS kids wandering through and more than one fight in the streets.

A big neighborhood in Shreveport did their Halloween last weekend. Each person submits names as you enter a "security guard" scratches you off. It's actually really sweet to go ahead and knock it out.

If not, they need a permit to block a public street.
Based on the letter, it's a rich neighborhood that probably has a few residents on the city council. I don't think getting a permit would be tough at all.
Im all for giving candy to kids, but if there is a history of nonresidents coming in & causing property damage, I'm going to give them candy somewhere other than MY property. Bah Humbug

I don’t really have a problem with people from shittier neighborhoods, where there may not be much participation, driving to another location. The problem I have is when people do that but have no semblance of how to behave in modern society.
This is the reason the HOA is doing it. To keep the hood rats who don't know how to behave and be respectful in modern society out.

Just pass out candy to whoever comes to your door
If you have younger kids, you are walking the neighborhood with them. Most parents leave a bowl and hope that kids or parents of the kids show a modicum of decency and not empty the bowls into their little shite's bag.

I live in a neighborhood in a rural area so we have kids come from some trailer parks. I don’t mind at all. It’s once a year. And I can tell the kids are having a good time.
Again, i don't have a problem with kids from other neighborhoods coming to mine and trick or treat. However, as stated before, when you catch some little shite on your ring door bell 30 minutes to 1 hr into trick or treating taking the entire bowl of candy, then i have a problem. I don't mind someone taking whatever is left at the end of the night, but there are kids who were never taught wrong from right and parents are complete trash that will take the whole bowl of candy if left unattended. Dishonest people ruin halloween for the rest of the kids. It's not a new phonomenon.
