I don't know why this has become such the public spectacle these days. Has it always been so public with companies basically doing a city lottery with their headquarters? It just seems sort of silly, but I understand they're just trying to squeeze every ounce of concessions from the state/city they ultimately choose.

No. This is Amazon just pitting cities against each other. When Boeing moved from Seattle to Chicago it was a pretty big deal within business circles but it was not a public spectacle. It was also done pretty quietly.

Apple is currently planning to build their new campus, very similar to what Amazon is doing, and they aren't making it a public bid war.
