Yup......assuming that is true. Mayor's office may be placating the caller though. They are experts in ambiguity.

I've been thinking about possible scenarios. My theory is that if it was the two guys that the other driver saw walking across the tracks and if they did start messing with her or trying to talk to her, is she the type of girl that would ignore them, hoping they would leave and then try to drive away? Or was she the type of girl who would look them in the eye and tell them to frick off?
No matter what her reaction was, one of those guys was pissed (either because she was trying to ignore them or because she told them to f-off, it was a lose/lose) and opened fire. I doubt both of them shot her. It was probably just one of the two. I bet they're both young kids. And the one that didn't shoot needs to be found first so he can turn on the other one.

Spoke to the Mayor’s office and Chief Murphy Paul directly
ETA: I don’t work for the media so I have no idea how that red tape works.

OK, so I drove by the crime scene a few minutes ago. None of it makes any sense. There are high def intersection cams on BOTH side of the tracks. Not only was this caught on cam, but those fat little cams zoom way in. On both sides, they were positioned at most 100 yards from the tracks. We're being fed bullshite.

They usually record audio.
If witness is correct in this case it would have caught them walking up.
You can also get cameras that record the rear and inside the car. The rear cameras are harder to die. The inside cameras are usually for Uber drivers but I'm considering seeing that they record your windows too.

Anyone who is competent enough to jack cars or sell drugs, etc knows the difference between right and wrong. A person has to be mentally challenged to not understand right from wrong.
They know what they are doing is illegal. Its just that they become a product of their environment and their environment is usually living in poverty in a broken home. There are people who grew up in poverty and a broken home who are able to get out. They knew right from wrong, they just didn't allow their peers to influence them.
Even if its the shittiest education, at the very least they at least went to school long enough to know social norms. Its just that they never had shite, their peers get involved so they get involved. Organized crime can never have too many "foot soldiers". But just because they go in that direction does not mean they don't know right from wrong.

Either cameras don’t work & are for show or they are keeping quiet because they know who it is & are trying to locate them

How in the frick is the phone not answered at a city Baton Rouge's size? It's not like this is some small podunk town where Mayor is out trying to help the Sheriff get cattle back in that busted out a gate. Jesus.

If they have identifiable pictures of these guys they need to release that. They are cold blooded killers and people need to be aware of them.
