This scenario: I'm at the back of the plane (I know, sorry for being poor) and I board late. I have no way of knowing if the overhead above my seat is open. But on my way down the aisle there is open space. What are the rules then?

what boarding group am I?
1 or 2 - I usually try to get in above my assigned seat
boarding group 3+ - it's every many for himself, first open spot I see, it's mine. I dont care if I sit another 20 back

They should charge for carry-ons rather than checked bags. Not charging for carry-ons encourages cheap asses to carry-on as well. I get that some people want to carry-on because they have important/valuable stuff though.

That open space is for the people that bought seats below it. They will be there in a minute to put their stuff in their spot.
