If the 911 operator isn't making the decision on police/social workers being sent, that means the 911 operator now has to contact someone else to make the decision. Potentially very valuable time is ticking off of the clock while the operator is having to repeat the call to the decision maker

Well this good for the domestic abuse suspect. But bad for the victim. And probably worse for the social worker. Hazard pay?

Not to mention presumably these social workers won’t be driving around working a beat. Response time is going to absolutely awful.

If by “eventually” you mean “Day 1,” then I would agree with you.
The next circumstance will be that there won’t be enough “new” social workers to replace those that were assaulted, retired/quit after being assaulted, or killed. Hell, there aren’t enough of them to start with. This is a moronic decision imho.

So, when does a young police officer gain experience working with the public?
If you send only a social worker for “minor “ calls, the assumption is the police get only the big stuff, of which perhaps the inexperienced police man may be not prepared for.

I mean, this is going to be practically no different than what we have now. 99% of these calls end peacefully with the police responding as it is currently. Now, 99% of these calls will end peacefully with the social worker responding.
The only difference is the .001% that makes the news will be a situation that escalated to the point where the social worker had to call the police rather than the police just being there to begin with.

I have worked in mental health for 2 decades and worked in the prison system for 5 years.
This is the most "utopian fluff" plan I have ever seen considered.
I have never seen a forensic unit where women were permitted to walk unescorted by a male. I have never seen a residential mental health facility where women were permitted to walk unescorted. These are facilities that have extensive training and experience with cameras everywhere.
But social workers, fresh out of school, are going to respond to (mental health, substance abuse, criminal) crises on the street?
I cannot believe there are people gullible enough to believe this will be safe for anyone involved.
