It’s not the people coming and going that is the problem, it’s her unleashed dog. She’s doing that on purpose to get back at you for renting.

I sympathize with the man and agree the dog is a problem, but with no leash laws there are only a couple of options.

Keeping the dog on her property will dramatically reduce the barking from said dog. Distance matters

Keep the dog further away from the people in his cabin, making the dog barking at them less likely.

That’s why I said offer to build a fence, or pay cost of the fence. This will keep the dog on her property as you suggest.

In all seriousness, I'd inform the neighbor that you want to keep things amicable, but it's her responsibility to keep her dog on her property and if she can't do that then you'll do it for her (maybe threaten animal control?). Not to mention that something tells me if her dog were to attack or injure someone on your property, it could also open you up for liability if you didn't perform due diligence to keep your tenants safe.
ETA: I love that you have an SNES at the cabin.

She's right, but you are not a jerk and it is her responsibility to train her dog appropriately. It's not surprising that a herding dog would react in that was -- we had an Australian shepherd -- but the dog is acting in a way that is inappropriate. The good news is that they can be trained not to do that and that's the owner's responsibility. You two would have to work together to do that.
I'd try to talk to her calmly and approach it as something to solve together. A dog trainer might be helpful, or find an Aussie board and ask how they would curb such behavior.
Most herding dogs, and especially Aussies and Border Collies, just want a job to do. They are working dogs. If you don't give them a job, they will come up with one of their own and chances are you won't like it.
Oh yeah, forget a fence. That would just be an obstacle and they love obstacle courses.
