Air conditioning is now "racist", home AC needs to be replaced w/ community cooling center

The author is advocating a "communal" approach to air conditioning. Instead of houses with individual AC systems, we need community cooling centers.
No one, black or white, wants to walk from there house to a "cooling center" when the heat index is 105.
