You do know that Racism isn't like being President of the United States? The title doesnt belong to just one person at a time.
Like almost everything in life, it's not an either / or discussion. I get why so many people need to break something down to this or that or to squeeze something into a box so they can understand it but it doesnt always work.

Students, faculty, and staff of HCBUs aren’t races either. Regardless of the racial make-up of those particular institutions.
And again, offering a discount to a group of people isn’t targeted discrimination against people not in that group.

Actually… yes. Schools like Southern, Morehead, Howard, etc, will actually offer “minority scholarships” to non-blacks.
Getting someone to attend one of these schools is another matter between quality of academics and safety concerns.
