Could you imagine a major grocery distributor hearing a demand to hire people from only NBR and not immediately leaving?

No one wants to invest millions of dollars in an area where people don't take care of the shite they already have. These people think that just having something new will solve their problem. If this place was a gold mine as they claim it to be, they wouldn't have to court out of state companies to try and trick them into building here.
It's always easy to take huge risks with other people's money because you have no skin in the game.

You would have to hire too many people with loaded guns directly pointed at all employees and every customer. Just to cut down (somewhat) on the number of felonies.

I don’t think the current facility is usable for much of anything, unless you turn it into a shopping square like the one right off the interstate in Hammond.
Other than that, I think you need inovation. Demolish what’s there, build a new high tech distributor center and sell out to Amazon for grocery delivery to peoples homes and drive through pick up. Maybe a small storefront the size of a CVS or something.

Just imagine having a group of people come to you with a proposition of investing millions of dollars in their community BUT they are demanding that you put it in a certain place, hire certain people, then demand that you pay them a certain wage and give them certain benefits whether it's economically feasible or not. What legitimate company would want that? Hell, just the risk of having these people turn on you and call you racist or accuse you of running a "plantation" would be enough to keep you away.

On Tuesday, Nov. 29, BRPD detectives were patrolling around Victoria Drive, near Duncan's home. Duncan was recognized by BRPD from the surveillance video as one of the looting suspects.
Detectives showed Duncan a photo from the video and admitted that was a photo of himself.
He also admitted to looting and said that he needed food at the time of the incident.

There are hundreds of reasons for a business to not operate in NBR, and barely any, if any, to operate. That place is a shithole, but its residents are getting all they deserve. When you live a criminal lifestyle and terrorize an area, don't expect to receive anything beneficial to your life.

You usually end up with Shop stops. Where some Arabic men own the store, they sell shite products at high prices, and run scams, and give the locals cash back for their ebt and food stamp cards, with fees.

On a much, much smaller scale, it's why small business owners who have the financial capital to start a business don't want to be there.
Rent aside for a moment, because it would be dirt cheap, the job talent pool for that area is lacking, crime is stacking and many citizens in the area don't have the disposable income when compared to other parts of the parish.
