High fence it, guard it, and either turn it into a prison, or luxury retirement community. Mall walkers would be in heaven!!! Putt putt courses, pharmacy's, hotels all built within the confines of a former malll.

One of the reasons grocery stores do not go up there is shoplifting. A fix for this would be one of the grocery stores that have you order your goods, then meet you at the car.
I don't know how to fix the problem, that, when the sun goes down, the thieves will be crawling all over it, like cock roaches. Extra security costs money and drives pricing up.

1 I know that NBR being high risk of theft is risky for grocery stores. Grocery stores operate on low prices, high turns per sku, and distribution not in the area would take an HEB out of the picture. Cortana Mall already has a gehtto Wal-Mart, Hi Neighbor is on Winborne, and the colonial shopping center has a grocery store. If there was money to be made someone would have build another grocery store in the area.
2. The property under the buildings at Cortana Mall maybe worth some money. The buildings on top of it would cost an arm and leg to retrofit into useful space or demo. The outdated buildings bring down the property value plus area is not a high demand area.
3. If Gravy and his menions want to offer incentives why don’t they hold off on hiring people for their NBR Economic Development Group and make it all volunteer board members. Then use the money they raise and use it toward developing Cortana Mall.
Then he will learn if there is money to be made someone would have invested in the area already without a lot of government incentives.

Turning a preexisting location not meant to be a warehouse into a food grade warehouse with enough dock space and doors to adequately serve enough customers to make money would be damn near impossible. You're talking about millions and millions of dollars just into renovating the current infrastructure not to mention retrofitting all of the new GMP standards places are forced to have.
That part alone makes the plan fall apart. That's before getting into the rest of the illogical fallacies in the rest of that garbage.

#4 Grocery store will not expect to make profits, 60% of product will never make it to the scanners or register. So owner needs to buck up and accept loss as doing part of business with NBR. Making claims about said shoplifting will be treated as racism.

The only way NBR gets better is if the people that live there make an effort to change. Opening grocery stores isn't going to magically make the crime rates go down.

Aldis would have to do more than the quarter dealio.
Probably have to do like the grocery stores in N.St.louis and NoCo do, they have these locks on one of the wheels of grocery cart, and if a cart goes past a certain part of the parking lot, the lock locks up and grocery cart is parked.
I would laugh because you would see about 30 carts, right at the yellow line, about 500 yards from store, where they locked up, and people didnt give 2 shits and took their groceries from there.

Cortana is shot, its in dire need of replacing the air handler system, the sewer system, the grease system, water mains, etc etc. All of the stuff to make it work will require well over a hundred million and that's an extremely low guestimate.

He could be the mascot and sell the Gravy brand of food items as his generic brand.
He could setup stores in all minority neighborhoods across the nation.
He could play the introduction song to the Fat Albert Cartoons as his theme song.
