A lot of European cities could claim these different looks (without the temp World's Fair structures). Rome built their embankment of the Tiber around this time. London had done something similar with the Thames a few decades prior.

The accepted narrative is it was built in 1887 as a temporary structure to promote France's industrial prowess and commemorate the French Revolution.

Gustave Eiffel was a major contributor (arguably the most significant structural contributor) to the Statue of Liberty.
