He's not in a vacuum but Lin is a much better fit. Plus he's probably better for marketing purposes. Which, in a small market, is probably a large consideration.

Both have have different positives and negatives. Lin can run a second unit and start in a pinch, gives Jrue the ability to play off ball more.
Bledsoe is instant offense.
Both get hurt a lot. I'm honestly ok with getting either of them.

you're right many of them had lower usage rates than Bledsoe (28.3%).
Conly (26.4%), D'Angelo Russell (26.5%), Derrick Rose (25.7%), and Lowry (24.8%)
But I was also combining usage rate with other stats (like seconds per touch, dribbles per touch, total passes made, passes received, and time of possession) to show that Bledsoe was not a ball hog
for example Bledsoe is below Lowry, IT, Kyrie, Conley, and Westbrook in seconds per touch

Bledsoe was 5th in the league last year in total passes made in front of all those guys mentioned.
And received the 7th most passes in the NBA behind Westbrook and IT
Westbrook, IT, and Conley are ahead of Bledsoe in time of possession with Lowry and Kyrie right behind Bledsoe
So maybe Rondo, Russell, and Rose were oversights I apologize.

It's not like Lin is some great off ball player. He needs the ball in his hands to be most effective same as Bledsoe.
Lin also has an option for next year and Brooklyn seems intent on keeping him while PHX is actively trying to trade Bledsoe.

Anyone think that Monte Ellis might be available? He just got a drug suspension for 5 games and the Pacers are rebuilding. 2 years at about 11M per left on his deal. He had a down year, but is 31. Might have another good year left in him..
