I don't know who it is, but I know it is definitely not Sammy Hagar.
ETA: After giving it some thought, the obvious answer is Roger Waters and Pink Floyd. Sid Barrett wrote some interesting songs but they would never have had the same level of success with him, and the world would have missed out on some amazing music.

This doesn't make any sense. Roger was a founding member of the band. If anything "replacing" (David was a friend of Syd and brought in as a "backup", "insurance policy" if you will) Syd with David (who was a better singer than either Syd or Roger) is the switch there.
But, the answer to the OP's question is almost certainly Steve Perry (Journey) or Bruce Dickinson (Iron Maiden).
