strictly in terms of quality of music?

Michael McDonald with the Doobie Brothers
or
Sammy Hagar with Van Halen?

I lean towards McDonald.

I don't know who it is, but I know it is definitely not Sammy Hagar.

ETA: After giving it some thought, the obvious answer is Roger Waters and Pink Floyd. Sid Barrett wrote some interesting songs but they would never have had the same level of success with him, and the world would have missed out on some amazing music.

Bruce Dickinson.

Turned a promising group of musicians into an absolute genre-defining full package.

Dude still has the pipes after years and years at it.

This doesn't make any sense. Roger was a founding member of the band. If anything "replacing" (David was a friend of Syd and brought in as a "backup", "insurance policy" if you will) Syd with David (who was a better singer than either Syd or Roger) is the switch there.

But, the answer to the OP's question is almost certainly Steve Perry (Journey) or Bruce Dickinson (Iron Maiden).

The only other one that belongs in the conversation is Bruce Dickinson

Phil in Pantera is #1

They went from being a joke to debuting at #1 back when that shite still meant something

I often wonder if the Grateful Dead would've become the biggest band on the planet like they were in the 80s/90s if Pigpen was still in the band.

I love 60s Dead, but would the spacey blues band sell out RFK in 95?

Bruce Dickenson. And it's not even close

Brian Johnson in second.

Love Sammy, but Van Hagar was garbage.
