I didn't feel the odds were that good (just finished Fire and Blood and now reading The World of Ice and Fire).
I count 4 that I would deem good. Only 2, maybe 3 IMO were that great (Aegon I, Jaehaerys I, and Maekar I).
I'd be curious to know who you feel are the GOAT leaders.
To answer the original question, Targaryens were probably the worst overall. I dislike the Greyjoys the most. I felt like every time I read of peace in Westeros, it's quickly subverted by some stupidity in the Iron Islands.

I feel the same about the Greyjoys as I do Bernie Sanders.
I disagree with just about everything they do and believe, but I respect that they have strong beliefs and try to act on them

Your point is valid, though. Robert was a great warrior with no real leadership skills beyond that. Renly was soft AF, but probably had the best intentions. Stannis was the best leader/administrator. He was simultaneously and paradoxically too rigid at his core to make compromises with competitors, but also far too willing to embrace the dark arts to gain power.
And then we have the Starks - kind of reflective of the Baratheons in some ways: Nedd also too rigid to survive the machinations of King's Landing, like a Lawful Good version of Stannis without the black magic. Robb had a good balance of skills, but effectively lust got him. Arya is insane with revenge. Sansa is the female version of Renly. Bran is a door stop - effectively the Kristen Stewart of the North.
Jon is a Targaryean/Stark cross and also weak like Renly and Sansa, cursed by indecision, strategic blindness and his uncle/father-figure's rigidity.

Was it ever expressly stated he had to use Weirwood internet?
I know he used the trees when he was learning, but I don’t think there was one at the tower of joy in Dorne.
And then in the last episode Bran left the small counsel meeting and said “maybe I can find him” referring to Drogon. I assume he meant he was going to use his powers to search for him.
