If it's limited to those two, I would take Picard.
If it gets opened up then I'll take Pike every day of the week and maybe twice on Sundays or Mondays.

To be fair though, Kirk was also captain for The Animated Series, which ran for one and a half seasons, so I think he technically beats Sisko by just a hair in terms of television time as Captain (as TAS was on NBC).

When you compre their accolades from just the movies, you have:
Kirk, who saved Earth from being destroyed by Vger.
He also used time travel to save the Earth from the whale probe.
Then again, Picard also used time travel to save Earth from the Borg.
Star Trek can be pretty ridiculous.
That said, I prefer Kirk.

Funny you ask as I just watched ST The voyage Home again the other night and I was thinking that in a real scenario Kirk would be one of greatest humans of all time.
Saved the world against VGer
Defeated Khan
Brought back Nuevo Spock
Saved the world from the whale intelligence UFO thing
That’s two world saving escapades in the midst of generally being a hero.
Picard was solid….but Kirk was the greatest starship captain of all time….full stop.

Big picture, I'm gonna nerd out. I bet serving on Picards Enterprise was fairly calm and by the book. Riker has Troi so I'll have to try and play doctor with Crusher. Worf and O'Brien would be cool to hang with until Whoopi scolds me for not having Jeordi at the table so I'm obviously racist.
Kirk's Enterprise would be more adventurous, drinks with The Captain, Bones, and Scotty would be cool. Trying to get brown sugar from Uhura would be cool but I'm afraid Sulu would be flirty.

The Balance of Terror episode of Strange New Worlds illustrated perfectly why Kirk is necessary in a Federation where the Picards and Pikes seem like the traditionally perfect captains.
