Yeah, his reincarnation made it hard to determine if it was two different people or the same person. DBZ having him fuse with Kami didn't help either.
Pretty sure they poked fun at it in DBZ Abridged too.

In the movies, he was given a pass for sure. He was transformed into a sympathetic character and that completely ruined him.
In literature however he always remained the ice cube he was in Silence of the Lambs.
The TV show Hannibal had it's problems but the character didn't. He was just as unsympathetic and charismatic in the show as he was in the books.
