no shot, Iron man was in favor of giving up rights and freedoms to the government for perceived safety. Cap 100% knew governments wouldnt use them in the right way, as they do with any amount of money or weapon.

Always pissed me off that they threw Washington DC in the list of events they were blaming the Avengers for. That was Cap cleaning up the government's mess. Not causing one.
