I think some of you are completely jumping the gun with this theory.

VV gave CF the info hoping that it would open the door to obtain CFs services. I dont really see a valid reason for that info to be false. VV would have had other ppl who could off someone.

Also, the city manager being the rapist seems like a pretty silly theory. While he may have had fetishes and sexual activities that were criminal, the forced rape of a stranger doesnt really fit the MO of that character imo.

We have NO IDEA what the MO of that character was, at all. All we know is sexual freak with ties to VV and public corruption.

We have seen the inside of his apartment. We know he should have had a decent salary. Just based on that info alone I dont think he fits the the MO of someone who assaults and rapes a stranger.

What a terrible start to this season. I have no idea what story they are trying to tell. Doesnt matter how high the bar was from season 1, this episode disappointed on so many levels.

Here are my thoughts on the first episode:

Vince Vaughn was good. Not all leaders of a criminal enterprise are greasy uneducated thugs.

Colin Farrell did not have much to work with. Drug/drunk LA cop with a screwed up past. Shocking never seen that one before.

Taylor Kitsch if his character is of a vet who saw too much shite in the Middle East and becomes a cop (shocking also) who has a lot of problems then he did a good job.

Rachel McAdams charachter is not very likeable. Kinky, grew up in a screwed up family environment, and does not listen to anyone else. She is doing a good job in episode 1.

The key to this season to be 1/2 of what season 1 was is the support cast. Vince Vaughn's wife needs to be a plotting bitch. One of the Vinci police higher archy has to have a bigger story line. And Farrell's ex wife has to be a strong character( hopefully she is in the show)

Yep, getting real sick of this cliche. At least MM/Cohle made the viewer have some sympathy for his character.

This episode was a bit tough to follow at times, although I think it will come together nicely. I liked this episode more than episode one of the last season honestly.
