Well the movie was a nice departure from Hollywood fairytale. A rare story that finally told boys how it really is...
A great early lesson for us adolescents. The nice guy friend zone was a prison even Dufresne couldn't escape from...and a shoulder to cry on never went below the waist.

Absolutely. I came here to post this. I can’t remember being as pissed off at an ending of a movie as I was for that. I remember sitting in the theater, and just seething.

That's why the bad guy winning is the exception, not the rule.
Audiences hate it.

Seems to me that To Live and Die in LA is more of a breaking bad ending than villain winning. Ruth is still under control of a handler and Vukovich transforms into a cynic.

Inside Man
Would Aladdin count? Sure Jafar doesn't win, but Aladdin never pays for his crimes

The cowboy cop dies.
The crook dies but only after destroying all the evidence which makes everything the cowboy cop went through a waste.
The crook’s girlfriend and her girlfriend leave with all the proceeds of the crook’s counterfeiting operation.
Vukovich is now the new cowboy cop and Ruth is back where she started.
This also assumes other feds don’t catch up to him for the robbery that resulted in a different dead agent.
Breaking Bad to a degree but the whole thing is a deconstruction of the cowboy cop because he keeps halfassing things before getting shotgunned to death.
