But Umbridge is a woman drunk on her own power, lording it over both students and other faculty. She throws her authority around, and punishes those who cross her simply because she can. So Umbridge is every unfair authority figure we’ve ever had: the teacher who punished you because they didn’t like you (or the aide). The boss who made you work every weekend. You get the idea. We hate Umbridge because we know Umbridge.

My official vote is Umbridge here.
and while she's been my #1 throughout, i get how some people can't understand her hatred.
It's not like she's doing something so vile and dispicable like so many other bad guys. Hell you barely even see her do anythign bad other than when Harry wrote I won't tell lies into his arm spell.
While she doesn't do anything nearly as bad as Commodus, or Percy, or obviously Amon Goeth, she's similar to someone we've all encountered before in life, more than likely in school, so she's very relateable.
How she was written, and more importantly how the actor portrayed her was just magnificent. How can you not hate the sweet talking cute dressed grandma who will make you write lines, but this times the lines you write cut into your forearm?
What's also weird is see i hate Commodus, and I want Maxiumus to brutally kill him. That would make me happy to see that happen.
I do'nt even necessarily want Umbridge to be killed. I just want her to get what she deserves. Yet somehow i still hate her more than i do someone i want to see be killed in Commodus.
And Commodus is such a little bitch. he is literally the definition of a little bitch.

i'm 40 years old.
Percy is an all time terrible person, but his cruelty was usually towards people on death row (Coffee excluded.)
Umbridge was torturing children. As somebody above said, we know somebody like that in their life. I know some cruel people, but not murdering people or making their execution more brutal than it was going to be. I know plenty of people that would do the same things as Umbridge (based in reality.)
