I submit Superman from "Man of Steel" as a top 10 villain.

Yeah, and he's almost always left out of great video game villains lists as well, which always surprises me. Really only Kefka can compare to how despicable Majora is. Lets count it down what Majora does.

1) He successfully destroys the world dozens of times
2) He possesses a lonely and frightened child.
3) He transforms a young man into a child, ripping apart a couple and family in the process.
4) Abducts a princess and leaves the blame to another to get lynched
5) Poisons the water supply, likely killing many
6) Cripples an old woman leaving her to die
7) Has a girl lobotomized.
8) Causes a harsh winter killing many.
9) Has a woman's unborn children abducted
10) Mortally wounds the father who attempts to stop him from abducting said children.
11) Warms the ocean to a point where all but the harshest ocean life dies.
12) Murders a man's son, leaving him to find his son later.
13) Transfigures a boy into a plant
14) Transfigures a young girl's father into a mindless monster, leaving her to look after him.
15) Steals property and pawns it off.
16) Imprisons the four gods of the area, the only ones who can possibly stop him.
17) Raises all the Dead so that once he destroys the world that they will have eternal agony.

I think Joker at this point would say "enough is enough".

I think we all agree that Buffalo Bill is the main antagonist of The Silence of the Lambs, but that doesn't mean Hannibal Lecter is not a villain in the film. He and Buffalo Bill are both crazed psychopaths.

What number is Keyser Söze?

I can just about guarantee you'd choose to be killed within an hour by Lector than to be starved for 2 months at the bottom of a well by Buffalo Bill. Only Annie Wilkes and Ramsay Bolton would compete in villains I'd least like to get caught and killed by.

She isn't a villain. Farthest thing from it.

She's more like an anti hero that's in love with a hero in Batman but can't quite join him in the light just yet.

What's funny is that characters way more evil, murderous and power hungry than Catwoman like Red Skull, Darth Maul, Agent Smith, and Dark Phoenix are listed lower than her. Those are characters that are completely absolved of any moral complications that Catwoman has and has no regrets and remorse about their evil ways.

Catwoman does not belong on this list at all.

Him being listed lower than Cruella Deville is a fricking joke.

He's a universal dictator tyrant hell bent on enslaving the entire universe with one plane already completely under his thumb and responsible for millions more atrocities than some crazy bitch that's obsessed with fur coats.

Darkseid should be top 15 at worst.
